eliminates need for install_packages.R; lots can be installed via ubuntu binaries
removes 'configure' from build and builds cget dependencies with the help of binaries
uses multi-stage build to separate build-time deps and run-time deps
remove docker/ to put Dockerfile in root dir
add .dockerignore
add docker instructions to root README

This is the successor to the dated #100

Updated to present main branch. Now builds on 24.04 and includes even more OS binaries.
