Establish basic LiDAR access over Teensy #5

Get basic communication going between the LiDAR and the Teensy.

We should be able to send basic messages back and forth between the LiDAR and the Teensy. Once we can do that, we can open another issue to fully integrate it into our sensors system.

Moved from vt-sailbot/sailbot-21 issue #44.

I recall this being a point a few times in meetings, but not sure who's working on it / anyone? Do we have a status on the thing, last I saw it it was mangled in pieces in the bay last semester.

I know @sydneysz has expressed interest in working on the LiDAR. I have not seen it yet (and Dewey doesn't want to give me a badge, so I can't go get it yet). Did @Pworks3 see it when you went and retrieved stuff before break?

@evallen Had my roommate go in and grab the stuff since my badge was expired. I don't know what the LiDAR looks like tho. But Andy's right, last I heard about it the wires had been messed up because someone cut 'em.
