reactivate engineer #13

engineer are disabled so vehivles can not be repair.

commit cc9f26f76cdc6cafbbf91cba5a8e966560d503ab init ace engineer.

I also set the toolkit as start item and make it reusable, because in my test i need a lot of toolkits and only use a screwdriver once and push it a away like trash make no sense in my opinion.
