tinyxml is not developed any more. the bug of reading double in locale dependant manner has not been fixed. switch to something that is kept up to date

Locale issue are not in xml parsing, but in conversion of string to double by aotf. Hence there is no rush in replacing tinyxml, but would have to replace aotf with locale independant conversion
