Proper packaging of keyboard layouts #35

Right now we have keyboard layouts packaged just at OpenRepos. This does not allow to build the full stack at OBS and distribute through Chum. By collecting the available layouts and adding separate SPEC for them, we will be able to provide full keyboard stack (libs, plugins, layouts) via Chum
