Add Chum section to SPEC #38

Adds metadata into RPM SPECs for better support by Chum Store. Please review.

Gotcha! I was looking into the RPM spec file Categories section options, just I got distracted. I was wondering about if specific languages could be added under the a Categories section.

Anyway: a dream will come true if there will be an automated publishing method for SFOS apps. It is sad to see that the Openrepos API for upload did not get implemented as of today. (I lobbied a lot for this feature at basil in the old days...)

We have rewritten Chum GUI and I hope it will become something that would fit in as user friendly store which is linked to autobuilds via OBS.

As for categories and languages, that would have to be translated in GUI. Interesting issue, not taken care of yet and not filed either.
