I have a hard time finding out where exactly progress on the pine phone port is tracked. Ie where would I report issues, get some expert knowledge and then maybe even manage to contribute a fix

Is that here? If so, should this be linked from the PinePhone wiki?

Normally, this is the place where we collect general bugs and issues. The issues in the other projects are mainly used to track progress or specific issues.
