new repo request: Recoll (Full Text Search)

I have successfully build recoll on OBS:

• https://build.merproject.org/package/show/home:nephros:devel:packaging/xapian-core

• https://build.merproject.org/package/show/home:nephros:devel:packaging/recoll-gui

• ... and would like to migrate it it to tar_git in a Chum repo if possible.

Also, the GUI needs tweaking.

... scratch that recoll-gui one, it's a qt4 desktop kind of thing, and while it can be run with the new qt5.15 and various tweaks, it's not really usable in a touch-based environment.
