As for boot images, we need to have kernel modules installed to determine localver. Fix it in the same manner as done for boot images. That would allow to drop kernel module installation in HADK

DTBO SPEC updated
DTBO image is built using TBuilder. For that, compiled DTBO from $ANDROID_ROOT is synced into tbuilder-project/src as a part of HAL update
