Check if vendor image needs to be flashed #174

When updating flashing scripts from Ganges to Seine, I removed flashing of vendor image. Check if it is needed and what is on that image.

Came out at #170

The generated image contains just an empty subfolder sdk. Don't see any point in flashing that, skip it.
