Camera2: Video recording

The current stub implementation returns nullpointers everywhere. This makes the camera app crash.

• [ ] Add nullpointer checks so the camera app no longer crashes (?)
• [ ] Implement video recording
• [ ] Add more substeps
• [ ] Add a project or milestone (maintainer needed)
