This isn't ideal - rust has a strong requirement for the library to be the same version.
However since the main use is just as an internal build tool it should be consistent on the OBS.
If you felt like putting a comment in to say "There should be an = %version dependency for external deployment but the cross- packaging doesn't work properly" that would be useful for the future
