Add FedRamp support #5

Adds FedRamp URL to the list of allowed URLs.

Thanks for your submission @sup3rmark! I really appreciate the submission, and the work you've put in. I've incorporated this into release File Upload Utility 4.1.0, which should resolve Issue #6, and has a few new feature to boot.
