[FEATURE] Integrate with 'IdentityNow Rule Validator' #9

To ensure the quality of rules uploaded to the tenant, the generated xml rules is mandatory to pass the 'IdentityNow Rule Validator,' https://community.sailpoint.com/t5/Professional-Services/IdentityNow-Rule-Validator/ta-p/166116

Hence, it would be great to run the validator against the rules automatically within the project.
