fixed config value retrieving from admin area #12

Hello @silverman63 I'm faced with a 'scope' problem again. This time I was not able to retrieve customer lists for specific store. I'm not sure how it was working for me last time... These new changes fixed a problem for me. Could you please check and merge if everything OK. Thanks!
