Add highlights for debug inline variables

This is for the following group:

• editor.inlineValuesBackground
• editor.inlineValuesForegroun

As shown in the image, the current highlights look really bad:

I would prefer to have something subtle like inlay hints but with a lighter background to differentiate between real code and inline code, but it's up to you to decide that :)
