build(deps): Update Dependencies and Fix Vulnerabilities

Description

• Next (>=13.4.0 <14.1.1) has a high severity vulnerability, so bump it up to the latest 14.2.3
• Also update the other dependencies to the latest
• Update test Docker file to use pino@9 and Node LTS (20) image
