Export (skipping upload) does not work when offline

What steps will reproduce the problem?
1. Check "Skip upload to openbmap"
2. Disable all mobile data and WiFi connection. (WiFi behind a captive portal 
for which no credentials have been entered also works.)
3. Start upload.

What is the expected output? What do you see instead?
I get the message "Please stay patient" forever. No export.

What version of the product are you using? On what operating system?
0.7.9 e561940 on Cyanogenmod 10.2.1

Please provide any additional information below.
Apparently Radioeacon tries to contact the Openbmap server before starting the 
export, which is undesirable if uploads are disabled. If upload is to be 
skipped, so should this step.
