Discard too old cell infos #75

What steps will reproduce the problem?
1. There might be rare situations where too old cell infos are logged 
2. Walk in a place A with cell coverage
3. Leave place A and go to place B with no cell coverage, but gps coverage
4. The client uses last cell, i.e. cell info from A, but gps location from B
5. The issue is, that there's no check on cell info age

What is the expected output? What do you see instead?
Save cell info only when it's new than X seconds
