Tapping "Download map/wifi catalog" multiple times starts multiple downloads

What steps will reproduce the problem?
1. In Settings, tap "Download map" or "Download wifi catalog"
2. Download manager starts downloading the file
3. Tap "Download map" or "Download wifi catalog" again
4. Download manager starts/enqueue new downloads, one for each tap
5. Those downloads cannot be canceled easily (may be a Download manager issue)

What is the expected output? What do you see instead?
Don't start a new download of the same file if it's already downloading/queued.

What version of the product are you using? On what operating system?
Radiobeacon 0.8.8 from F-Droid on Samsung Galaxy Nexus (maguro) running 
CyanogenMod 11 SNAPSHOT (Android 4.4.4)
