enable bbr module #51

Hi -

the right place these requested changes is in the autobuild kernel project (bcmrpi3-kernel); I'm going to be rolling out a '-bis' version of this shortly, which contains additional settings to the baseline bcmrpi3_defconfig (see e.g. sakaki-/bcmrpi3-kernel#3). I'll be happy to accept this change there, so please either open a holding issue on bcmrpi3-kernel, or wait a week or so until bcmrpi3-kernel-bis is made public, and then file a PR there.

Thanks for your work, I tried many images only to find your gentoo is the most smoothly working 64-bit os on my rpi3b+. I've made a pr on raspberrypi/linux/rpi-14.14.y, which has been merged yesterday. So no need to change the autobuild project again.
