RTL #19

This seems like a good place to start when tackling the former PR's See: https://github.com/malte-wessel/react-custom-scrollbars/pull/88

I assume the new project doesn't have RTL support. I'll test this out when I get time, unless someone beats me to it.

RTL is definitely a necessary feature here.

Hi there.

I am using Rocket.Chat software which uses rc-scrollbars component. All RTL language users have problems due to not supporting RTL. Please add this feature as soon as possible.
