monkeypox data change #2

public API to gather monkeypox data has changed - need to reconfigure data cleaning to match column names and additional data cleaning steps

good to go, we've found other apis that we can use 1) using the global.health api for past cases (deprecated and no longer being updated) 2) getting data directly from cdc for future cases
