Error gauges - emtpy end of step #79

As a Sakuli developer, I want to suppress the creation of an empty error gauge for the last step which is not closed by definition due to endOfStep paradox as it is disturbing analysis of monitoring data.

Acceptance criteria:

[ ] The last, empty error gauge is not submitted to prometheus.

Cannot be resolved before sakuli/sakuli#517 is implemented.

solved with sakuli/sakuli#517. You have to use startStep to workaround this issue. As we consider a deprecation of endOfStep with Sakuli v3, no further changes are required.
