マージするつもりがないので作成していません。

仕様・動作説明

• vcpkgをマニフェストモード構成で導入します。
• HeaderMakeのビルドをvcpkg経由にします。
• googletestのビルドをvcpkg経由にします。

PR の影響範囲

• インターネットに繋がらない環境でのビルドができなくなります。
• googletestをビルドするための複雑なバッチを削除できます。
• googletestを含む、外部のOSSライブラリの取り込みが容易になります。

テスト内容

このPRはマージを目的としません。

GitHubActionsの仕様： CI設定の変更は、マージ後でないと反映されない。
