APM2 not arm the motors until I push the reset button

Arducoper NG or ACM?
What steps will reproduce the problem?

When i switch on the power on my quad (APM2) only Blue LED comes up & stays 
solid..I can't arm the motors.If I press the reset button , Then Blue & Red 
led's blink and i am able to Arm/DisArm the motors..I saw so many ppl were 
reporting this problem ..Is this a known issue ? or The type ESC's/Motors/Tx/Rx 
causing this issue..Pl's help me if anybody has resolved this..

What is the expected output? What do you see instead?
Expected to have APM2 reboot properly every time when you switch on the power.

What version of the product are you using? On what operating system?
