additional Failsafe input #421

some low cost receivers such as 
http://www.hobbyking.com/hobbyking/store/__12901__Hobby_King_2_4Ghz_Receiver_6Ch
_V2.html dont have failsafe function, but when signal lost red led in receiver 
is shut down. may be add future for connect this logic level with not used 
ardupilot pin for detect failsafe state?

A little difficult to write code that can see the status of a LED. Don't think 
it should be mainline code where the user have to open a receiver to connect an 
APM input to a LED
