Motor testing function #446

It would be nice, to have motor testing feature. This feature can be activated 
at CLI from test menu, at arming or from MP and should start each motor one by 
one for very short period, to verify that all motors are connected in right 
order and has proper rotation direction.
Additionally it would be nice to have similar feature for propeller balancing: 
each motor should be started for short period, and max readings from 
accelerometer should be displayed.
It would be nice, to have this feature available also over telemetry link.

It already exits. test:motors. It works quite nicely too. But not the 
accelerator part. 
I doubt it will escape the CLI for a while. Maybe next major revision such as 
3.0
