Failsafe on the ground results in takeoff #550

What steps will reproduce the problem?
1.arm motors
2.throttle up a bit
3.throttle down to 0
4.turn retmote off

What is the expected output? What do you see instead?
if throttle is 0 failsafe cant happen.

What version of the product are you using? On what operating system?
v2.9.1 hexa mission planner 1.2.35

Please provide any additional information below.
failsafe is DISABLED!
