[E2E] Add tests for discounts on draft orders

Scope of the PR

Add new e2e for discounts on draft orders:

draft order with products on catalog discount AVATAX_24
draft order with voucher AVATAX_28
draft order with order promotion AVATAX_32

Remove the check for metadata since it's flaky
