Setup changesets based release #761

I want to merge this change because it removes old flow of releasing MacawUI and starts using changeset based one. After this PR is merged flow will look like this:

Merge your PR with changeset
Release PR is opened
After you merge PR MacawUI release on npm is triggered

This PR closes #...
