[Bug]: Inaccurate filtering when searching country #4366

Description of the issue

No matching result is displayed when typing the country name's first letter in lowercase ( could be it is far on list )
Multiple not-matching results when typing country name the first letter in higher case

Steps to reproduce the problem

Go to shipping methods list view
Click create shipping zone button
Click assign countries button
Type "canada"
Clear and type "Canada"

What did you expect to happen?

search should not be case sensitive
only matching results are displayed
