[Feature]: Finalize a draft order with a custom shipping cost including zero

Description of the feature

I have a client who would like to be able to specify a custom shipping cost on a draft order including being able to set 0 as the shipping cost.

Currently you have to set a pre-defined shipping method before you can finalize a draft order which is not very flexible.

For example Shopify lets you do the following: If the current order requires shipping, then you can choose a preset shipping rate, create a custom rate, or choose local delivery or local pickup.

Acceptable criteria

• [ ] User can set a custom shipping cost on a draft order including zero cost
