Issue#105- Add license #106

As per Gituhub guidelines posted here regarding the usage of the GNU Lesser General Public License v3.0, I have done the following:

  1. Created a License.txt for the GNU General Public License v3.0.

  2. Renamed lgpl-3.0.md to COPYING.LESSER.
