Fix #10283 - When selecting an Outbound Email Account, From/Reply Information should autopopulate for user convenience

Description

When the user is creating an Inbound Mail Account, they are also able to configure Outbound info. When the user links an Outbound Mail Account, the From Address/Name fields should autopopulate, for user convenience.

How To Test This

1. Go to Admin -> Inbound Emails
2. Press New Inbound Email Account
3. Outbound configuration panel -> Choose Outbound email account.
