Update wse-php package constraints #110

Would you please update the wse-php constraints to "robrichards/wse-php":">=2.0.1", in order to be able bring in version 2.0.2 which has the v3.0.0 of xmlseclibs as dep. This helps to bump to a version of xmlseclibs that does not require mcrypt in the XMLSecurityKey.php file.

Yeah, this would be useful, especially for people who are running applications on PHP 7.2

Also, according to Roave/SecurityAdvisories, a dependency of wse-php (xmlseclibs) has a known security vulnerability.
