major upgrade to newer version of aspect (copybara from bef) #40

This is the summary copy of all the work done for the SDK in the Bazel Eclipse repo to upgrade to a newer version of the IntelliJ aspect. The new version of the aspect is much more capable (covers a lot of langs) and is faster.
