Bazel Federation stalled a while back, and so we have not investigated enrolling in it. But the Bazel team did announce a reboot 6 months ago, so we might want to participate at some point. Currently, rules_spring does not depend on any other non-native rule and we support any Bazel version back to 1.2.1. So it isn't urgent we enlist, but it would be good form.
