Dear Magnus Sälgö,
I will try to provide some answers, to the extent of my knowledge.
· With regard to the APIs.
o There’s a JSON API in https://discodata.eea.europa.eu/ (see the WISE_BWD database)
o And there are map services in https://water.discomap.eea.europa.eu/arcgis/rest/services/BathingWater
· With regard to the license.
o By default, all the information published by the EEA in under a CC-BY license. That is also the case for the Bathing Water data.
· The only exception that I’m aware of are the WISE vocabularies (registries of identifiers) which are under https://creativecommons.org/publicdomain/zero/1.0/
o The bathing waters are protected areas under WFD, so the vocabulary is http://dd.eionet.europa.eu/vocabulary/wise/WFDProtectedArea
o This will provide you a stable URI (e.g. http://dd.eionet.europa.eu/vocabulary/wise/WFDProtectedArea/euProtectedAreaCode.SE0110114000001601 ) and some relevant attributes. (but not the location, since that is not the purpose of the registry).

With regard to eventual issues in the data itself (e.g. positional errors), I would suggest a direct contact with the relevant National Authorities.
The EEA collates the national deliveries into pan-European data sets, but neither edits nor modifies the data provided by the responsible National Authorities.

My conclusion we have the same license problem with bathing water
Status: Looks like we need to contact every country to get an understanding if the country data comply with Wikidata License policy so we can upload it to Wikidata
Sweden: I contacted Sweden and got a yes email - water data in VISS is since earlier marked CC-0 - see also issue SB-55
If we look at the report mentioned below the experience with data related to EU Water Framework Directive (WFD) is
EEA recommend countries to use CC-0 license see "Free use of reported Water Framework Directive data"
