GoogleCl not work with non-latin names?

Hi, I tried to use Youtube post task function as

"> youtube post --title "текст заголовка" --summary "текст 
описания" --tag tag1 --category News file.mp4"

and got output error "UnicodeDecodeError: 'utf8' codec can't decode bytes in 
position 3-5: invalid data"

I use:

googlecl-0.9.7.tar.gz
python-2.6.5.msi
gdata-2.0.10.zip

on Windows XP

Any ideas? Why GoogleCl not work with non-latin characters in names?

Update: I also tried GoogleCL in Cygwin and all works correctly.

But issue with Windows XP still remains and I hope for your help.
