joe.gregorio answers it's the googlecl problem. Do you agree?

It might be. Uploading .zip files with 2.0.x is supported, as far as I know.
Do you know what version of gdata you're using?

Never mind, I was finally able to test this myself, and it still fails with
gdata 2.0.12.

See here:
http://code.google.com/a/google.com/p/apps-api-issues/issues/detail?id=2070

A search through the comments on the above issue says that zip/rar files are
not allowed through the API, though I was almost positive that .zip files were
allowed. So everyone was off -- it's a gdata issue non-specific to the python
client nor googlecl.

If you have a Apps Premium account, you can upload the .zip by using the
--no-convert option. Otherwise, you're out of luck.

Please star that issue to show you want arbitrary uploads for the common man.
