What steps will reproduce the problem?
1. upload a bunch of pictures to a new album
2. notice they appear in a random order

Apparently, though I do not use it, the Windows app has a setting to preserve 
the order of items which are uploaded.

I would merely like the upload order to be the sort order of new albums.

In step #2, I mean when viewing on picasaweb with a browser (I used chrome).
