README.config should be available as a Wiki page too #85

When I installed, it took me a while to find README.config -- the first place I 
looked was on the Wiki on the Code site.

README.config should probably be incorporated into the manual.

(and I'd be happy to do that if you want to give me access)

Goooood point. It's now been added as ConfigurationOptions.
