Post all marine species from Ocean Alert to Acartia #6

After the Acartia data scheme is revised, it would be valuable to begin posting new sightings of all marine species to Acartia (i.e. from Ocean Alert). A bonus would be amending the Cascadia curation UI to allow editing of all incoming sightings (no matter the species, marine mammal or not).
