diffs with UTF-8 download without a character set specified #274

What steps will reproduce the problem?
1. wget -O- -S http://codereview.appspot.com/download/issue4172049_2001.diff
2. Note that content-type is text/plain, but the diff has UTF-8 characters in it
3. If your terminal is UTF-8, fine. But if that is rendered in a browser 
window, and then you copy and paste out of it, you're going to get corrupt data 
(happened to me... why I noticed)

What is the expected output? What do you see instead?
