Generate `typedoc` docs and upload them to S3

This PR adds typedoc and uses it to generate documentation from source code.

The docs are uploaded to S3 whenever:

• code gets pushed to next - as https://spicy-hooks.salsita.co/next/
• release is published - as https://spicy-hooks.salsita.co/vX.X.X/
