Created documentation for the project #131

Sphinx Documentation for the project is now contained in docs. The docs/source directory contains the markup in reStructuredText format. The docs/build directory contains the built documentation pages. The make files re-generate these pages from the source.

@keroro824, @jaytlin -- Care to give this a quick proof read? Thoughts on checking in the built version?

Ok, I'm going to merge now so I can make some progress on this...
