Check OpenVPN #30

Added a state to configure check_openvpn based on https://github.com/liquidat/nagios-icinga-openvpn.

Tested on FreeBSD 11.2.

This is based on #28, so we might want to merge #28 first.

(Had this code in production for a while now.)
