INSTANCE=default-centos-6-2017-7-py2 is failing since this is an unsupported version of Salt and doesn't work with |tojson. So this can still be merged as-is, or I could get on with upgrading to the latest matrix, or just comment it out for now...

Since 3000.3 and 2019.2.5 are coming out next week, we can tackle the Travis matrix issues later. No point doing it now and then have to again.
