Adding configurable vacm settings #10

Added ability to configure vacm settings for com2sec, views, groups, and access. In doing this, the ephemeral views created for v3 users now must be explicitly defined in their own section (allowing more view options). Also removed insecure defaults if user doesn't define values in pillar.

I'm not a big fan of putting Vagrant stuff in dev/ (I'm trying to get the other formulas to stop doing it). I'm not really sure what makes more sense as I'm not really a Vagrant user.

And add "Managed by SaltStack" to the config files.
